Job Title:Job Title:Head of Operations 北京哈羅學校Line Manager:Head of SchoolsPurpose of JobTo provide strategic vision and support to the School Head to ensure the School is in compliance with the government requirements and regulations. To ensure the legal and safety requirements with regards to people and property and function of the school are maintained. To be responsible for the school site and its buildings, their maintenance, development, and efficient use.Duties and ResponsibilitiesResponsibilities?To advise the Leadership Group on matters relating to premises, Health & Safety, legal and administrative aspects of working in Harrow Beijing School.?To attend all main governing body meetings as requested.?To take delegated responsibility for premises and following appropriate discussions with the School Head and HIMS office.?To provide support as relevant to the School Head. Health & Safety ?To formulate, monitor, implement and review the school’s Health & Safety policy including the introduction of all Risk Assessment procedures.?To advise all staff as appropriate.?To report to Governors on Health & Safety.?In co-operation with the Fire Service, the installation and maintenance of equipment for protection against and escape from fire. Keeping records and initiating regular fire practices.?Arranging annual health and safety inspections of all areas of the school.?Chair the Health and Safety Committee.?Ensuring an adequate risk assessment for school trips/activities is formulated and implemented.?Prepare and maintain a contingency and business continuity plan in cooperation with the Head and Deputy Head- Pastoral.?Ensuring the School has an appropriate insurance programme covering all key risks in consultation with Finance where necessary.?Carry out Health and Safety Assessment and Security Assessment of the school facilities prior to opening.Premises ?This role will be responsible for the overall management and maintenance of the buildings, facilities, grounds, fabric and furnishings of the school, working with the School Head. Specific responsibilities include: ?Taking the lead on compiling, and implementing, a Premises Development Plan including energy conservation.?Through regular contact with the premises staff ensuring the proper maintenance and repair of the school is carried out, and progress monitored. ?Ensuring the appropriate placing and monitoring of all service contracts including cleaning and catering. ?Advising on all Health & Safety matters, including measures in the event of emergencies. ?Appraise projects for the development of the school. ?To be responsible to the School Head for the security, maintenance, heating, cleaning and other general site services within the premises. ?To deal with all external agencies, delivering services to the school and to deal with all aspects of tendering including compulsory and competitive tendering. ?To be responsible for letting of the school premises to outside organizations and school staff, the development of all school facilities for out of school use, with particular reference to the local community. ?Purchase, repair and maintenance of all furniture, equipment and fittings. ?To monitor the work of on-site contractors and arrange for estimates of work.?To ensure that the best use is made of premises personnel and to be responsible for their al**** of hours and pay claims. ?To monitor and oversee the quality of work by contractors, caretakers and cleaning staff, reporting to Head Office and Governors as appropriate. ?To oversee the maintenance and furnishing of the residential area and the al**** of teaching staff to appropriate properties. To develop and implement a repair and maintenance service plan for the residential areas.?To liaise with the HIMS office with regard to school policies and practices.?Ensuring the school facilities comply with the Education Bureau, Fire Services Department and Building Department’s Ordinance and Regulations.?Working with the Project Team and Head Office Operations Department for setting up facilities of the School before opening of the school.Administration and Procurement?This role will be responsible for those aspects of administration of the school, which do NOT relate to the teaching. Specific responsibilities include: ?Be held accountable for the procurement policy and working procedures are well implemented and all tendering exercise following such policy and procedures.?To ensure inventories of equipment and stock are maintained all statutory and statistical returns are completed as appropriate. ?To ensure school transport, including student busing requirements are met efficiently and effectively, with a view to both cost and safety.?Monitor the standard and cost effectiveness of the catering contractor within the agreed performance indicators.?To manage effective running of the school shop implement and maintain effective systems for controlling the inventory of school uniforms and stationery.?To ensure compliance of the school with all local and national, legal and administrative requirements and procedures. ?Preparation of an annual budget for operation departments including revenue and capital spending.?Delivery of activities and ****ives within budget.?Liaising as required with Finance to ensure financial aspects of control and reporting meet with the School’s requirements and to identify where the School can make economies from bulk or forward buying of materials and commodities. ?Work with the Finance on generating savings where possible.?Working the Head Office Operations Department for ensuring timely procurement, delivery and installation of FFE for the school. RequirementsPersonal Skills and Abilities?A commitment to personal and professional integrity and a strong, values-driven approach to leadership.?Ability to act and lead in a calm and collected way in a complex organization and in a changing Chinese environment.?Strong negotiation skills and demonstrated ability in dealing with large contracts and external vendors.?Ability to face challenge and solve problems in a creative and collaborative manner.?Ability to manage in an increasingly complex Chinese regulatory environment.?Ability to, at an early stage identify potential risks to the school’s operations.?Strong spoken and written English.?Ability to provide value-adding services to the school.Qualifications?Bachelor degree or above with at least 10 years’ working experience in operation area, among which 5 years’ in taking a senior leader’s role. ?Professional certificate on facility management or relevant fields is a surplus.?Project management certification is desirable.
